CINDER CONGRESS

Last week, ELRA took part in the XVIII CINDER Congress in Amsterdam, which was inaugurated by the European Commission Vice-president Mr Joaquín Almunia, whose speech made a general analysis of the current situation that is affecting the European Union members, pointing out the important measures and reforms that are being implemented. 

The congress was attended by more than 350 registrars and mortgage law experts from all over the world, including such far away countries as Australia, China or New Zealand.

ELRA was represented by its President Mr Wim Louwman, former chief registrar in the Netherlands. They did an excellent job organising the Congress and bringing a very wide range of speakers, who gave a larger vision of the different approaches to Land Registries and the impact of new technologies, especially focusing on e-conveyancing.

Mr Gabriel Alonso Landeta, ELRA Secretary general, and coordinator of the European Land Registry Network (ELRN), made a presentation of the Network, an assistance platform in land and registration law, that intends to smooth operation procedures with cross-border impact and to devise an information system for the members of the network, but also to establish an information system for the public on cooperation in Land Registry matters in the EU. The aim of the network is to set up the tools that facilitate the access to the Land Registry services at European level.  

Dutch registrar Mr Jacque Vos gave his presentation focusing on the CROBECO project finished in May 2012, but a follow up by a  second project CROBECO II is being considered.

Several ELRA members made presentations in different working sessions as England and Wales, Estonia, Italy, Croatia, Portugal, Netherlands or Spain The polish delegation and possible new members of ELRA attended the CINDER congress and they presented the electronic Land Registry in Poland, aims, rules and organisation in terms of economic development. 

The conclusions were approved after the sessions and should soon be available at CINDER
