On June 12, 2025, the fourth training seminar of the IMOLA IV Project took place in Trento, bringing together legal professionals and land registry representatives across Europe, as well as the Project Manager, Pedro Pernas, and the Technical Director, Anabel Fraga.
This seminar was dedicated to the “Study on Mortgages and their Enforcement in Europe” and focused on three main objectives:
- Handbook on Mortgage Presentation
- Land Registry Vocabulary
- Comparative Study on Mortgages
The agenda included the following presentations and discussions:
Mihai Taus, ELRA President, welcomed the participants and set the context for the meeting, emphasizing the role of the IMOLA IV Project in strengthening cross-border cooperation between European land registries.
Prof. Elena Ioriatti from the University of Trento then provided a deep dive into legal terminology and the linguistic underpinnings of legal concepts. Drawing on a broad historical and socio-cognitive perspective, she highlighted the importance of precise terms and uniformity in facilitating mutual understanding across European jurisdictions.
Judge Michele Cuccaro from the Rovereto Court, Italy, followed with an overview of enforceable titles and the requirements for registering mortgage inscriptions. His presentation centered on Regulation (EU) No 1215/2012 (Brussels Ia), including its impact on the circulation of judgments and authentic instruments across Member States.
Rafael Vale e Reis (CENoR) presented the draft of the Mortgage Handbook, its structure and collaborative process, encouraging all partners to contribute updates from their national legal frameworks.
Elena Prada (WP2 Coordinator) then provided an overview of the Mortgage and Land Registry Publicity questions. She highlighted preliminary findings from the questionnaires already completed by participating associations and outlined next steps for data collection.
Following this, Anabel Fraga introduced the ongoing work on the Land Registry Vocabulary, including the updated UML model for the IMOLA IV Knowledge Manager and the use of I-KOS to support future comparative legal analysis.
The seminar concluded with remarks by Pedro Pernas, who outlined the upcoming milestones for the project, including the next seminar, further virtual training sessions, and thanked all speakers and attendees for their active participation.
