The 22nd Ipra-Cinder International Congress was held in the city of Porto, Portugal from the 16th to the 18th of May. The congress aims at building bridges between land registry systems in full respect with national regulations.

More than 500 people from across the globe participated, including ELRA members from Belgium, The Netherlands, Slovak Republic, Spain, Austria, Italy, Finland, Sweden, Romania and Portugal. ELRA also participated with a stand, to provide with information about the work we do to the participants across the globe.

Land registry systems are very different from one another, and they need the methodology of comparative law to understand these differences. For this reason, the congress focused on those projects dealing with the interoperability of legal knowledge. The main topics of the congress were:

1. The Land Registry in the face of globalisation: In this theme, matters relating to international organisations and cooperation networks between the different registry systems can be developed. The theme of the inaugural conference of the Congress was: International migrations and their reflection in the registry activity.

2. Sustainable development: The role of the Land Registry in the face of the challenges of the 21st century. Economic and social consequences. This will include the study of issues as diverse as geo-referencing, the participation of the Registry in the elimination or reduction of social injustices, the fight against money laundering and organised crime or the technological revolution and Big Data.

Overall, during the congress it was reaffirmed the necessity of a connection between the Civil and Real Estate Registries while respecting the differences emanating from the different legal configuration present in the diverse Systems.

Moreover, ELRA and IBEROREG, the Ibero-American Registry Network, signed a collaboration agreement in which both organizations commit to:

  1. To provide each other with academic and legal assistance through technical help and information.
  2. To invite each other to participate in meetings, assemblies, seminars, and congresses organized by one and the other.
  3. To facilitate the exchange of information between national and international authorities, especially regarding the requests for international jurisdictional cooperation related to their natural sphere of action, i.e. registration matters.

Next IPRA-CINDER Congress will take place in Costa Rica in 2024.
