The XXXI General Assembly took place in Malaga on the 25th of November.

We had more than 65 people attending the meeting and representatives from 17 different countries.

We had the opportunity to count with the expertise of the European Institutions like the Commission and the Parliament as well as with the knowledge of well-known university professors.

After the opening ceremony by Luisa Clode, ELRA President and representatives from our hosts, the University of Málaga and Colegio de Registradores of Eastern Andalucia, we discussed some internal issues.

The first panel was devoted to “The impact of the Ukraine conflict at the European level”. Juergen Foecking, European Parliament, intervened with an overview of how the conflict has influenced the EU. Followed by Alina Nedea, Head of Sanctions Unit, DG Fisma, European Commission who talked about sanctions and asset location. Lastly, Michelle Riccardi, Deputy Director at Transcrime, presented about the beneficial ownership and Council Regulation (EU) No 269/2014. We had a round of questions after their presentations.

The next presentation was about sustainability and property law by Prof, Dr, Björn Hoops, LL.M. Chair of Private Law and Sustainability, University of Groningen and a Marie Curie Fellow at the University of Turin.

The second panel focused on role of the registrar in the field of preventive justice. The panel opened with a presentation about the 2022 EU Justice Scoreboard by Katerina Svickova, Justice policy and rule of law Unit,DG Justice, European Commission. It was followed by a presentation by Mihai Taus, ELRA Board Member, on The future statute of the land registrar. To end with, we count with the participation of Milu Ramona Gratiela, Member of the Romanian Judiciary Superior Council, to discuss about the judiciary independence. This was followed by questions from the participants.

Besides, we discussed about Data Protection & Land Registry by Juan Pablo Murga, Civil Law Lecturer, University of Seville and finished our meeting with a presentation about the land registry system in Turkey by Emre Ergin Ergani, Land Registry and Cadastre Turkiye.
