The Land Registration Act is the fundamental piece of legislation regulating procedural and substantive law.  Another important substantive legal source is the Law on Ownership and Other Real Property Rights but there are other laws regulating the issue of registering the real property titles in land registers (e.g. Law on Seaports and Maritime Domain, Forestry Act etc.).

2. Are there specific rules and forms for registration directly provided for in statute under secondary legislation?

The most important bylaw is the Land Registration Rules of Procedure, stipulating in detail the actual proceedings at LR offices of the courts.

3. How often do changes arise in property/conveyancing legislation and registration legislation respectively?

In the Republic of Croatia amendments to the laws are relatively frequent, which is often not good for those who have to use these laws in their everyday work.
