2. Are there specific rules and forms for registration directly provided for in statute under secondary legislation?

Yes. According to the Act (mentioned above) detailed provisions on registration, the maintenance of the title and mortgage register as well as other implementation of the Code are issued by decree. There is a decree which for the moment is under amendment procedure.

3. How often do changes arise in property/conveyancing legislation and registration legislation respectively?

Usually changes arise very seldom. For example after the Code of Real Estate came to force the first major amendment was made in 2011, when the provisions about the electronic conveyancing system were taken to the Code.
