In your country, the Land Registry and the Cadaster are they different institutions?

Yes.

a) Which are the main duties of the sole organization?

Generally speaking, Land Registry (“Servizio Libro Fondiario”) is responsible for land registration (it is a Title system), whereas Cadastre supervises maps and rates the fiscal income of each parcel.

Consider, however, that during the last decades of 1800, for military and land registry reasons, the entire territory (even parcels which don’t have any fiscal income or are extra commercium) was mapped.

b) Which Ministry’s competence does it fall under?

Cadastre: Ministry of Finance.

Land Registry: Ministry of Justice.

A Constitutional law (D.P.R. August 31th, 1972 n. 670 – art. 4 n. 5) delegated the admninistration of both institutions to Regione Trentino Alto Adige.
Local Law 17.04.2003 nr. 3 delegated the administrative competence in matter of Land Registry (“Libro Fondiario”) and Cadastre to Provincia Autonoma di Trento e Bolzano, whereas the primary legislative function is still in charge of Regione Autonoma Trentino Alto Adige.

c) Is land registration and mapping organized as separate departments within the organization?

As said above, our entire territory is mapped. Each change concerning parcels is inspected by Cadastre. Those variations which involve Land Registry Rights must be also checked by Land Registry Office/Land Registry Judge.

Land Registry proprietorship register is also used by Cadastre for its purposes.
