Opening a new registry file

When is it possible to open a new land registry file?

A real folio contains all the plots which belong to the same owner (or owners, with the same shares). So a new file is registered only when:

1) the propriety or

2) the measure of the share

of one or more (but not all) plots of the folio changes.
