The Mortgage Act and the Regulation that develops it. They date back to 1944 and 1947, but have been modified several times.

Yes, there are several Regulations that contain rules for registration such as the Regulation of 1997 regarding the registration of urban planning deeds and the above mentioned Regulation developing the Mortgage Act.

3. How often do changes arise in property/conveyancing legislation and registration legislation respectively?

In property/conveyancing legislation not so often, they are much more common in registration legislation, mainly lately due to  the international crisis and the need to provide protection for the consumers, in credit and mortgage matters.
