This land register system does not envisage this kind of notice nor include the possibility of registering a notice as such

Not to my knowledge. I don’t believe that is possible due to a judicial custody by court. Some of the other mentioned judicial decisions lead to restrictions according to law but such restrictions are usually general and concern the right to dispose of the property by transfer, mortgage or contractual rights. They do generally not regard the use or possession of the property as such. Municipalities can however make certain decisions about commands or prohibitions about how the property is being used. This possibility is regulated by law and decisions are registered as a notice in the land register.
